Bill Presented: Nursing homes and certified nursing facilities; electronic monitoring by patients

Electronic Monitoring To Be Implemented in Nursing Homes
 
Virginia Senator, Harry Blevens (R), has introduced this bill on January 8, 2013.  Read the summary below or click on the link to read the entire bill.   
 
Summary as introduced:Nursing homes and certified nursing facilities; electronic monitoring by patients. Provides that the governing body of a nursing home or certified nursing facility shall ensure that each patient admitted to the facility is informed of the right of any patient to implement electronic monitoring in the room in which he resides, the right of any patient to consent or refuse to consent to electronic monitoring in any room in which he resides, and the options available to any patient in cases in which he refuses to consent to electronic monitoring; directs the Board of Health to include in regulations governing nursing homes and certified nursing facilities provisions for the use of electronic monitoring devices by patients in nursing homes and certified nursing facilities that protect the rights of patients; and provides that no person shall be discharged or transferred from a nursing home or certified nursing facility solely because he implements electronic monitoring in any room in which he resides.

Victims of domestic violence have to live in fear after placing a Protection From Abuse Order, PFA, on their abuser.  Not with electronic monitoring.  Victims are warned when their abuser is getting close to their safe zones.  This allows the victims to have a sense of security that the police will be on the way when the offender crosses the line.
 
How this works?
Once the abuser is charged and the PFA Order is active the abuser is then fitted with a GPS tracking device.  Exclusions zones are created where the abuser cannot enter at anytime, this is keep the abuser away from his victim and keeps the victim safe from abuse.  If the abuser crosses over the line officials are immediately notified and the abuser is tracked down and apprehended.
